Temporary Status

OBTAINING TEMPORARY STATUS

1.       Complete the Petition for Recognition of a New Student Organization* at involved.millersville.edu.  The following must be uploaded as part of the petition:

a.     Constitution or Bylaws- governing document which meets the requirements outlined in Student Senate: Student Organization Policies

b.     Advisor Letter of Support- letter from a Millersville University faculty or staff member who is willing to serve as the organization Faculty/Staff Advisor

c.      Student Signatures- 25 student signatures of support for recognizing the organization

*Social Greek-letter organizations must receive written approval from the appropriate Greek governing council (IFC, NPHC, or PHC) and the Center for Student Involvement & Leadership prior to submission of the Petition for Recognition of a New Student Organization

2.       The Student Senate Parliamentarian contacts the organization representatives after reviewing the Petition for Recognition of a New Student Organization to schedule a Recognition Review with the Constitution Committee.  During the Recognition Review, members of the Constitution Committee will ask the organization representatives questions related to the mission and purpose of the organization.  Organization representatives will then be dismissed for a Constitution Committee vote.  Organization representatives will be notified of the vote outcome within 24 hours of the Recognition Review.

a.      Majority In Favor- Constitution Committee recommends organization for Student Senate vote

b.      Majority Against- Constitution Committee recommends organization changes and resubmission of the Petition for Recognition of a New Student Organization or in the instance of organization redundancy the Constitution Committee will encourage organization representatives to join the existing student organization;  The Organization may appeal (see TEMPORARY STATUS APPEAL PROCESS) the decision within 3 business days

3.       The Student Senate Parliamentarian contacts the organization representatives to schedule a date for the Student Senate Meeting vote.  During the Student Senate Meeting, members of the Student Senate will ask the organization representatives questions and the organization representatives have the opportunity to present information about their organization.  A Student Senate vote is then held. 

a.      Majority In Favor- Student Senate approves organization Temporary Status

b.      Majority Against- Student Senate denies organization Temporary Status and must wait 6 months prior to resubmission of the Petition for Recognition of a New Student Organization

4.       The organization must be registered with the Center for Student Involvement & Leadership within 6 weeks of receiving Temporary Status.  The following must be completed to be registered with the Center for Student Involvement & Leadership:

a.       Register a New Organization- complete the online registration at https://involved.millersville.edu/organizations

b.      Advisor Agreement Form- return the Advisor Agreement Form to the Center for Student Involvement & Leadership, SMC 118

c.       Leadership Training- organization president and treasurer must complete the Student Organization Leadership Training

TEMPORARY STATUS APPEAL PROCESS

1.       If denied Temporary Status, an organization has 1 opportunity to appeal the decision of the Constitution Committee.  To appeal, organizations must complete an Appeal Form within 3 business days of the initial decision and return the form to the Parliamentarian.  Upon receipt of the Appeal Form, the Parliamentarian will contact organization representatives to schedule an Appeal Review with the Constitution Committee.  During the Appeal Review, members of the Constitution Committee will review the Appeal Form and have the opportunity to ask the organization representatives questions related to their appeal.  Organization representatives will then be dismissed for a Constitution Committee vote.  Organization representatives will be notified of the vote outcome within 24 hours of the Appeal Review.

a.       Majority In Favor- Constitution Committee recommends organization for Student Senate vote

b.      Majority Against- Constitution Committee recommends organization changes and must wait 6 months prior to resubmission of the Petition for Recognition of a New Student Organization, which begins on the date of the denied appeal

TEMPORARY STATUS REVIEW

1.       The Temporary Status Review will occur after 6 months of Temporary Status.  The Student Senate Parliamentarian will send the Temporary Status Review via email to the organization president.  The organization president will have 2 weeks to complete the Temporary Status Review and return it to the Student Senate Parliamentarian.  The Temporary Status Review must be completed in order to be considered for Permanent Status and will be reviewed by the Constitution Committee when voting on the organization’s recommendation for Permanent Status.  The Temporary Status Review will consist of questions such as:

a.       How many members attend organization meetings and events?

b.      What type of advertising has the organization utilized?

What type of fundraising has the organization done?
