Title II Information

Annual Report on Teacher Preparation and Certification

In October 1998, the U.S. Congress enacted Title II of the Higher Education Act (HEA). This requires that all colleges prepare and submit an annual report on teacher preparation and certification to the Pennsylvania Department of Education (PDE). This also requires that colleges disseminate this information to the public. The purpose of this information sheet is to share our Title II information with you and to verify the strength of our teacher preparations programs.

The following institutional summary data represents the test results of all teacher candidates who completed their respective programs during the 2020-2021 academic year.

  • Millersville University had an overall passing rate of 77% based on standard cut scores, exceeding the statewide passing rate of 70%.
  • PDE uses a sliding scale for test scores, allowing students with a higher grade point average (GPA) to meet testing requirements with a lower test score.
  • After applying the sliding scale, a much higher percentage of Millersville candidates had sufficient test scores qualifying them for licensure.
  • The following test scores represent the Millersville University pass rates for teacher candidates required to take tests in their content areas.

(Please note that there are other teacher preparation programs at Millersville University including Biology, Chemistry, Earth Sciences, French, German, Grades 4 - 8, Math, Physics, Spanish and Special Education 7-12. For this testing period, the tests were not taken or too few took the tests to be recognized within the Title II data.)

Caution should be used when drawing conclusions about the “quality” of a teacher preparation program based solely on test scores. The quality of a program is better judged by examining the program’s national accreditation, teacher preparation curriculum, general education courses, field experiences, faculty and available resources. Millersville University is accredited by the National Council for the Accreditation of Teacher Education, and its graduates have been cited as outstanding teachers.
