Reduced Tuition Eligibility for International Students

Beginning with students admitted for Fall 2018 and forward, out-of-state and international students may qualify for an automatic tuition reduction upon admission to Millersville University. No separate application process is required.  Out-of-state students are defined as students with residence outside the state of Pennsylvania and international students are defined as students residing in the U.S. on visa or intending to study in the U.S. on a student visa. 

If you are an out-of-state or international freshman or transfer applicant; see below for eligibility criteria and award description per your student type.

Freshmen - $6,000 per year

  • Awarded to all incoming freshmen.
  • Must earn 12 or more credits per semester to keep the reduced rate.

The freshmen award reduces students’ out-of-state tuition rate by $6,000 per year and is renewable for 4 consecutive years/8 consecutive semesters. Students must maintain good academic standing as determined by the University in order to maintain the adjustment. Please note out-of-state and international tuition rates are the same.

Transfers - $3,700 per year

  • Required minimum of 12 transferable credits and 3.5 overall GPA upon entry.
  • Final college transcript is required to receive the reduction.
  • Maintain a 2.0 cumulative GPA and earn 12 or more credits per semester to keep the reduced rate.

This award reduces eligible students’ out-of-state tuition rate by approximately $3,700 per year and is renewable for 3 consecutive years/6 consecutive semesters. Students must maintain good academic standing as determined by the University in order to maintain the adjustment. Please note out-of-state and international tuition rates are the same.


Frequently Asked Questions

Q: I am currently an international student attending Millersville. Do I qualify for the reduction since I met the criteria at the time I was admitted?

No. Only international students admitted for the Fall 2018 semester and onwards are eligible for the tuition reduction.

Q. When are students notified of their tuition reduction?

The admissions office will notify eligible international freshmen at the point of admission into the university. Eligible transfer students will be notified in writing upon receipt of their official (final) transcript from their previous institution(s).

Q. Is this a scholarship? May I still qualify for Merit Scholarships?

This is not a scholarship. It is a tuition reduction available to all eligible international students. Students may still apply for merit based scholarships. Students may still qualify for merit based scholarships. Please note that these scholarships do not cover full tuition and fees nor do they bring cost below in-state tuition rates.

Q: Will I receive the tuition adjustment throughout my entire education?

Students must maintain good academic standing as determined by the University in order to maintain the adjustment. International freshmen may receive the reduction for up to 8 semesters. Transfer students may receive the reduction for up to 6 semesters.

Q: Do students have to transfer from a college or university outside of the United States?

No. Incoming transfer students must be international students (F-1 visa holder) to receive the reduction. They may transfer from either an in-state or out-of-state college or university. If a student is transferring from a non-U.S. institution, he/she must have 12 transferable credits. Credits will be deemed transferable upon receiving an international transcript evaluation from WES or AACRAO
