In October 1998, the U.S. Congress enacted Title II of the Higher Education Act (HEA). This requires that all colleges prepare and submit an annual report on teacher preparation and certification to the Pennsylvania Department of Education (PDE). This also requires that colleges disseminate this information to the general public. The purpose of this information sheet is to share our Title II information with you and to verify the strength of our teacher preparations programs.
The following institutional summary data represents the results of all of the tests given to all teacher candidates in their respective programs during the 2006-2007 academic year.

(Please note that there are other teacher preparation programs at Millersville University such as Chemistry, Earth Sciences, French, German, Music, Physics and Spanish. For this testing period, the tests were not taken or too few took the tests to be recognized within the Title II data.)
Although the above information is very positive, caution should be used when drawing conclusions about the “quality” of a teacher preparation program based solely on test scores. The quality of a program is better judged by examining the program’s national accreditation, teacher preparation curriculum, general education courses, field experiences, faculty and available resources. For example, Millersville University is accredited by the National Council for the Accreditation of Teacher Education, and its graduates have been cited as outstanding teachers.
