Meeting of the Faculty Senate
March 5, 2002

Chairperson Piperberg called the meeting to order at 4:10 pm. in Chryst 210. All departments were represented.

The Minutes of the February 19, 2002 meeting were approved as distributed.

Report of the Faculty Senate Chairperson

Announcement

Chairperson Piperberg announced the Senate terms that will end this year. The governance manual stipulates that elections should be held between April 1 and May 31. He asked Senators to inform of the results for each department (Senator and Alternate) as soon as possible after the elections have been conducted. This will allow the Senate Roster and the Senate mailing list to be updated promptly for the Fall. If there have been any other changes in representation from departments, please let the Chairperson know about that as well. The Departments that should be holding elections this Spring are the following: Chemistry, Developmental Studies, Foreign Language, History, Mathematics, Music, Philosophy, Government, Social Work, Sociology/Anthropology.

Report of the Student Senate President

President Danz reported that: (1) over 100 people showed up for a discussion on the tuition boost, (2) bricks for the Civil War Monument are available for $35, (3) on April 3rd, there will be a debate held in the SMC mediated by Terry Madonna for candidates running for legislature, and (4) awards will be given to both a student and a faculty member who are nominated for exceptional performance and service to the University.

Report of the Graduate Student Organization President

There was no report, but Dr. McNairy announced an upcoming revitalization of the Graduate Student Organization.

Report of the Administrative Officers No report.

Dr. McNairy announced an Open House this Saturday to be attended mostly by incoming juniors.

Dr. Phillips reported that registration for summer classes will begin soon.

Reports of the Faculty Senate Standing Committees

Dr. Wismer from UCPRC reported that 6 of the 8 proposals presented at today's meeting are essentially the same proposal; all 6 involve an increase in the number of credits for student teaching from 12 to 15 semester hours for a full semester experience and 6 to 7.5 semester hours for a half-semester experience. The courses requesting this change are EDTE 461, Student Teaching in Secondary Education (EDEN 461/462, EDFL 461/462, EDMA 461/462,EDSC 461/462, EDSS 461/462), EDMU 461, EDAR 461/462, EDEL 461/462, and EDSP 461/462. Also proposed is a change to the Accounting Option in the Business Administration Department. Business Administration. The change involves an increase in the number of required courses in the option to 7 courses for BUAD majors. The final proposal introduced at the meeting involves the institution of a requirement for a grade of C- or better in BUAD 161, 162. 261, and 341 when they fulfill prerequisites for specified courses in the BUAD major and minors. Finally, Dr. Wismer made the "Guidelines for Preparation and Approval of Proposals" available to the Senate {see attachment}.

Reports of the Faculty Senate Special Committees No report.

Dr. Kerper, from the Academics Standards Committee, briefly discussed the outcome of the January meeting of the Academic Standards Committee. The report summarizes the number of appeals and dismissals that resulted from that meeting and offers a comparison of the committee actions taken from 1989 to 2001. {See attachment} Proposed Courses and Programs None.

Faculty Emeritus

(1) A Lynch/Wismer motion that the honorary title of Professor of Counseling and Human Development Emeritus should be granted to Dr. Harold j. Harris, Jr. passed without dissent. {See attachment}

(2) A K. Smith/Luek motion that the honorary title of Professor of Economics Emeritus should be granted to Dr. M.K. Hamid passed without dissent. {See attachment}

Elections-- No nominations at this time.

Discussion of Proposal for Institution of an Award Recognizing Teaching Excellence at Millersville University

Discussion of awards for teaching excellence at Millersville was deferred to the April 2 meeting.

Discussion of Student Senate Proposals Concerning the One Week Add/Drop Period

Student Senate President Danz discussed some of the problems associated with the new abbreviated add/drop period for students. He said that students had expressed concerns that they had too little time to change their minds and adjust their schedules after registering for classes. There was a suggestion that we extend the "Add" period to Monday and Tuesday of the second week of class. It was further suggested that we do so on a probationary basis for two semesters to ensure effectiveness before committing to the change permanently.

Dr. Borger-Greco moved to extend the "Add" (only) period two more days. Joe Lynch seconded the motion. The motion passed without dissent.
