Institutional Animal Care and Use Committee

  1. Membership

    The Institutional Animal Care and Use Committee (IACUC) consists of at least five voting members who are appointed by the president, and who are qualified through experience and expertise to oversee the institution's animal program, facilities and procedures. Minimum membership includes:

    1. the supervisor of the University's animal care facilities, who serves as the committee chairperson

    2. one doctor of veterinary medicine

    3. one practicing scientist experienced in research involving animals

    4. one member whose primary concerns are in nonscientific areas, e.g. an ethicist, lawyer, member of the clergy

    5. one individual who is not affiliated with the institution in any way other than as a member of this committee and who is not a member of the immediate family of a person who is affiliated with the institution.

  2. Functions

    1. The committee oversees animal care and use to maintain compliance with millersville's philosophy of animal care and use statement. The committee also gathers and makes available to the University community copies of federal regulations, society guidelines and general publications that deal with animal care.

    2. The committee enforces policies that are consistent with federal regulations for the care and use of laboratory animals as described in the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals. Specific functions include:

      1. review at least once every six months the institution's program for humane care and use of animals, using the Guide for the Care and Use of Laboratory Animals (NIH #82-83) as a basis for evaluation;

      2. inspect at least once every six months all of the institution's animal facilities, including satellite facilities, using the Guide as a basis for evaluation;

      3. prepare reports of the IACUC evaluations conducted as required by PHS policy and submit the reports to the president through the dean of science and mathematics;

      4. review concerns involving the care and use of animals at the institution;

      5. make recommendations to the president through the dean of science and mathematics regarding any aspect of the institution's animal program, facilities, or personnel training;

      6. review and approve, require modifications, or withhold approval of those components of PHS-conducted or supported activities related to the care and use of animals as specified by PHS;

      7. review and approve, require modifications, or withhold approval of proposed significant changes regarding the use of animals in ongoing activities;

      8. suspend an activity involving animals in accordance with the specifications set forth in PHS policy.

  3. Modifications

    Modification of this committee may be made by the University administration.
