Faculty and Administrative Units of the University

Faculty

  1. Membership
    1. The faculty is the academic and administrative personnel as specified in the Collective Bargaining Agreement between the Association of Pennsylvania State College and University Faculties and the State System of Higher Education, hereafter referred to as the CBA.
    2. Voting Rights of Faculty
      1. Regular full-time faculty members (probationary and tenured) have full voting rights in their respective departments, academic units, schools and at meetings of the faculty. Such voting rights continue when the faculty member is on sabbatical leave, leave without pay, when teaching a reduced load, or while on any other authorized leave. However, faculty members on leave are not entitled to absentee ballots unless the practice is established in the by-laws of the respective department, academic unit or school.
      2. Temporary full-time faculty members have no vote on personnel matters or in the election of a department chairperson. In other departmental and faculty business, temporary full-time faculty members have voting rights.
      3. Part-time faculty have full voting rights in all faculty matters not related to personnel issues, such as promotion and tenure, sabbatical, and judicial committee selections. Part-time temporary faculty members have no voting rights.
  2. Organization and function
    1. The faculty is both concerned with and professionally competent to deal with matters affecting the educational policies and programs of the University and must be free to exercise judgment and to participate in the planning and execution of policies a ffecting the educational development of the institution.
    2. The faculty functions within the framework of the most recently approved organization plan for the University, the current CBA, and the statement on governance.
  3. Rights, duties, and responsibilities
    The most recent CBA spells out in detail the duties, rights, and responsibilities of the faculty.
  4. Meetings
    1. Faculty meetings may be called by the president of the University or by the provost.
    2. Faculty meetings may be called by the president of APSCUF-MU.
    3. Faculty meetings may also be called by petitions to the University president or the president of APSCUF-MU by one-tenth of the faculty eligible to vote.
    4. The presiding officer at meetings of the faculty is the individual who convened the meeting.
    5. For meetings of the faculty a quorum consists of one-fifth of the full-time membership.
