Faculty Participation in University Governance

Foreword

The governance process of the University provides for the full participation of the faculty in meeting its historic role in University governance. It is designed to provide the administration with the academic expertise and the general insights of the faculty and to insure a thorough exchange of ideas in the policy development process. The primary avenues for faculty participation are the Collective Bargaining Agreement (CBA) and an extensive faculty committee system. In order to insure the effectiveness of such a committee system, the faculty shall recommend policy and advise the administration through the appropriate standing committees of the faculty. It is the intent of this document to define committee functions and to emphasize their importance in the policy development process. Under particular circumstances it may be necessary and desirable to establish ad hoc faculty committees; however, such committees shall report their findings and recommendations to either meet-and-discuss or Faculty Senate for appropriate action and recommendation.

The Association of Pennsylvania State College and University Faculties (APSCUF) is the certified faculty bargaining agent at Millersville University. The State System of Higher Education (SSHE) and the University each recognize APSCUF as the sole and exclusive bargaining agent for FACULTY MEMBERS in the bargaining units described and certified by the Pennsylvania Labor Relations Board, with respect to the SSHE's obligation both to "negotiate" and to "meet and discuss," as those terms are used in Sections 701 and 702, respectively, of the Public Employee Relations Act ("Act 195"). The Association of State College and University Faculties--Millersville University (APSCUF-MU) is the local chapter of APSCUF, which is the sole and exclusive bargaining agent for the faculty on all matters related to the CBA between APSCUF and the SSHE.

The CBA specifies the rights and duties of the faculty and recognizes the appropriateness and desirability of rules and regulations which do not conflict with it. This statement on governance speaks to these matters as they exist at Millersville University.
