A 1997 APSCUF task force recommended that that promotion and tenure decisions be based on faculty performance weighted as follows: 50% teaching and fulfillment of professional responsibilities, 35% continuing scholarly growth, and 15% service to the University and community. While this recommendation was never approved by Meet and Discuss, because of implementation concerns, and has therefore not been implemented, it nonetheless created a perception among some faculty that service is less than half as important as either of the other two factors. Committee vacancies are becoming increasingly difficult to fill (see Chapter 10). Some speculate that this proposed quantification of the relative importance of teaching, scholarship, and service may be contributing to some faculty focusing on areas other than service to the University.
