Application Process

Before an application will be considered for admission, the following documents must be submitted to the Office of Graduate Studies and Research:

  1. A completed graduate application and application fee.
  2. An official transcript from all institutions of higher education attended; verification of completion of a baccalaureate degree from an accredited institution.
  3. An official score from either the GRE or MAT test that was taken within five years of the date of application.
  4. Three professional letters of recommendation from non-relatives.

When possible, applicants are asked to assemble all the required application documents and submit as a complete application package.

Applicants whose first language is not English must submit their score from the Test of English as a Foreign Language (TOEFL) along with the MSEM application. The TOEFL must have been completed within the previous five years.

Prior to acceptance for admission to the program, a telephone interview will be arranged with the MSEM program director.

Application Deadlines

All application materials must be in the Office of Graduate Studies and Research by February 1 in order to be considered for admission for the Fall semester.

Below are the required forms and information needed to apply for admission into the Graduate Studies Program.


Admission Requirements

Students seeking admission to the Master of Science in Emergency Management degree program must have the following:

  1. A baccalaureate degree from an accredited college or university.
  2. Completion of either the Miller's Analogies Test (MAT) or the Graduate Record Exam (GRE).
  3. Work(ed) in an emergency management, or related, job OR served as volunteer in emergency management related organization.

Degree Requirements

In order to qualify for the Master of Science in Emergency Management degree, a candidate must complete the curriculum satisfactorily, including the achievement of at least a 3.0 grade point average on all applicable coursework and the completion of the curriculum requirements within five years of starting the program.


English Proficiency

Students whose native language is not English, or whose collegiate level or secondary level instruction was not English, must also earn a score of at least 550 on the paper-based or 213 on the computer-based Test of English as a Foreign Language (TOEFL) before admission to the Millersville University MSEM degree. The University may require additional evaluation for language proficiency through testing or individual interviews for students with TOEFL scores near the minimum score. Information on the TOEFL may be obtained from the Educational Testing Service, Princeton, New Jersey 08541 or www.toefl.org. The TOEFL score must be no more than five years old at the time of application.


Transfer Credit

A student may transfer up to nine credit hours of coursework, compatible with the MSEM curriculum, from an accredited college or university after review by the MSEM Program Coordinator and approval by the Graduate Dean. Courses must meet the following requirements.

  1. Be completed within three years prior to the date of application to the MU MSEM degree program and/or within five years of matriculating into the MU MSEM program.
  2. Appear on a graduate transcript from an accredited institution.
  3. Be completed with a grade of "B-" or higher.
  4. Be comparable to one of the courses offered in the Millersville University MSEM degree program.
  5. Not be used to complete a previous degree.
