Chief advocate for the graduate studies program, heads the graduate recruitment and admission processes, assists academic departments with new program development, and oversees graduate student policies, procedures, research, and waivers.
Victor holds a Bachelors Degree in Political Science from Washington College, MD, and a Masters and Ph. D. from the School of Public Affairs at American University. He currently serves as the Dean of Graduate Studies and Research at Millersville University. Previous experience includes: Director, Institute for Regional Development and Masters of Public Administration Program Coordinator at Bridgewater State College, Massachusetts; Faculty, University of North Texas; Faculty, American University; and Manager of Statistical Analysis, International City/County Management Association, Washington, D.C. Victor has published over 30 chapters, articles and monographs on public sector issues, and has consulted with and trained nonprofit and local government professionals across the country, designing and implementing a variety of relevant workshops and applied research projects such as strategic planning, survey research, and needs assessment.
