Reduced Tuition

Out-of-state and international students may qualify for an automatic tuition reduction upon admission to Millersville University. No separate application process is required.  Out-of-state students are defined as students with residence outside the state of Pennsylvania and international students are defined as students residing in the U.S. on visa or intending to study in the U.S. on a student visa. 

If you are an out-of-state or international freshman or transfer applicant; see below for eligibility criteria and award description per your student type.


 Freshmen - $6,000 per year

  • Awarded to all incoming freshman.
  • Must earn 12 or more credits per semester to keep the reduced rate.

The freshmen award reduces students’ out-of-state tuition rate by $6,000 per year. Please note out-of-state and international tuition rates are the same.


 Transfers - $4,000 per year

  • Awarded to all incoming full-time transfer students.
  • Must be enrolled and earn 12 or more credits per semester to keep the reduced rate.

This award reduces eligible students’ out-of-state tuition rate by approximately $4,000 per year. Please note out-of-state and international tuition rates are the same.

  • When are students notified of their tuition reduction?
    The admissions office will notify eligible freshmen and transfer students at the point of admission into the university.

  • Is this a scholarship? May I still apply for Merit Scholarships and Financial Aid?

    This is not a scholarship. It is a tuition reduction available to all eligible out of state residents. Students may still apply for merit based scholarships and financial aid.

  • Do transfer students have to transfer from an out-of-state college or university?

    No. Incoming transfer students must be non-Pennsylvania residents to receive the reduction. They may transfer from either an in-state or out-of-state college or university.
