Pennsylvania State Grant

PA State Grants are awarded to Pennsylvania residents who are degree-seeking undergraduate students, and have not yet earned a bachelor's degree; this grant does not have to be repaid. The Pennsylvania Higher Education Assistance Agency (PHEAA) determines a student's eligibility for the grant which is generally based on financial need. PHEAA administers the PA State Grant and will notify Millersville if a student is eligible. 

  • To be considered for the PA State Grant, you must complete the Free Application for Federal Student Aid (FAFSA) no later than May 1 each year, and complete the State Grant application.
  • PHEAA may require additional information from you once your application is submitted.
  • It is the student's responsibility to follow-up and submit all required documentation.

    • Pennsylvania Higher Education Assistance Agency (PHEAA) administers the grant program. (1-800-692-7392). 
    • You will need to log into (or create) your PHEAA account (Account Access) in order to obtain the necessary forms and/or to provide the additional information.
    • You must have a FAFSA completed by May 1 each year.


    • Are not eligible for the PA State Grant; however, the student should contact their State Agency for additional information.

    • State Aid Deadlines are listed on FAFSA. Students must comply by the listed deadline in order to be considered for their state's grant.
  • Eligibility Requirements


    In order to be considered for a PA State Grant you must first complete the Free Application for Federal Student Aid (FAFSA). A Pennsylvania State Grant is based on financial need; however, you must also meet other requirements to qualify for the PA State Grant Program:

    • For Pennsylvania, the deadline is MAY 1. Applications received after this deadline may not be considered for the PA State Grant.
    • Be a Pennsylvania resident for at least 12 consecutive months immediately preceding the filing date of the FAFSA application (exclusive of any period of time the student spent while enrolled in a Pennsylvania postsecondary education institution).
    • Be a graduate of an approved high school or have a GED.
    • Meet criteria for financial need.
    • Attend a PHEAA approved school.
    • Be enrolled for at least six credits as an undergraduate student.
    • Be enrolled in an approved program of study of at least two academic years in length.
    • Earn, through classroom instruction, at least 50% of the total credit hours required for completing the program of study.
    • Maintain satisfactory academic progress (as defined by PHEAA).
    • Not have previously earned a bachelor's degree or its equivalent.
    • Not be in default or have a claim of default pending on an educational loan (or awards converted to loans), guaranteed or reinsured by the federal government, state government or institution. This also applies to programs where awards have been converted to loans due to failure to meet all eligibility or service requirements.

    Note: The PA State Grant is available for a maximum of eight semesters to students enrolled in a four-year program. 


    Millersville University must be listed as your school choice on your State Grant application in order for you to receive the PA State Grant at our school. Only one school will receive PA State Grant information to list on your award letter. If you plan to attend Millersville University and have listed another school as your school choice, you will need to update your State Grant application to have your information sent to Millersville.

    You can update your school choice by:

      • You will need to log in if you already have a username and password with AES or PHEAA. If you do not have one, create an account with a username and password. 
      • Once you have logged into your account, select the current academic year under "Grant Status." Then select the "Change School Information Form" and then complete the information and submit the form. *Please note: This change only adjusts the PHEAA Grant record and not the FAFSA.
    • Calling PHEAA directly at 1-800-692-7392 (say "grants" at the voice response system).


    The Pennsylvania Higher Education Assistance Agency (PHEAA) requires that students make satisfactory academic progress for each academic year (Summer, Fall, Winter, Spring) during which the State Grant was received.

    Examples of how PHEAA's academic progress policy is implemented at Millersville University:

    • Repeated courses where credits were previously earned CANNOT be counted.
    • Previously earned letter grades = A, B, C, D
    • Previously failed credits CAN be counted.
    • Previously failed letter grades = F, W, Z
    • would not be eligible for a PHEAA state grant for that semester

    Students may request an exception when they fail to meet the required number of credits to satisfy PHEAA's PA State Grant academic progress policy.

    The student must report the medical condition, family illness, or other extenuating circumstance that contributed to the failure of credits.

    Note: PHEAA's appeal process is entirely different than Millersville University's Federal appeal process.



    If you wish to apply for a summer PA State Grant, you must complete a separate application by August 15th

    • Students must be enrolled in at least six credits.
    • The length of the course(s) must be at least five weeks of instruction.
    • Summer mini-terms can be combined to achieve the required length of instruction.
    • Students must meet all other state grant requirements.


    • Summer PA State Grants count toward the maximum 8 full-time semesters of eligibility. 
    • At Millersville University, summer PA State Grants are processed late in the summer and are NOT available to use as credit towards the summer bill.
