Fee for Service Project: Lancaster Workforce Investment Board
The Center for Public Scholarship conducted a multi-phase research project for the Lancaster Workforce Investment Board.
- Phase 1: conducted background research and compiled existing research to determine the gaps that exist in the services available to foster youth; the obstacles faced by foster youth once they leave the foster care system; and the educational status of foster youth, including the rate and reasons for leaving the educational system prior to high school graduation.
- Phase 2: focused on helping to create measurable outcomes for grant recipients of the PAYT grant.
- Phase 3: focused on creating a common evaluation tool for measuring the outcomes of funded PAYT projects.
