2025/2026 Academic year student parking permits available for purchase online:

SPRING ONLY 2026 COMMUTER permits - available Monday, December 8, 2025

FULL YEAR COMMUTER permits - available now

RESIDENTIAL OVERFLOW permits - available now

RESIDENTIAL (Villages) permits have sold out for 2025/2026.  RESIDENTIAL OVERFLOW PERMITS ARE STILL AVAILABLE. If you wish to have your vehicle with you on campus, please apply for the OVERFLOW parking permit.


The parking office is located in the Boyer Building at 37 W. Frederick Street (Behind Ganser Library).

All vehicles are required to display a valid MU parking permit when parking on the Campus - Monday-Friday from 8:00 am to 4:00 pm.

Information regarding student permits (Commuter and Resident) and other permits that are available are listed below. Scroll down to read information regarding the permit type you need.

visitor and guest PARKING PERMITS:

We can provide you an e-permit day-pass to park on campus. PLEASE READ the information below on how to apply online:

During our business hours (8:00 am - 4:00 pm Monday - Friday), you should apply for a visitor/guest permit if you are:

  • Visiting a student or faculty/staff member on campus
  • Attending or participating in an event, class or meeting on campus
  • Using campus resources or facilities (library, pool, etc.)

A visitor/guest DAY pass is valid for just ONE DAY. You can apply for this DAY pass the day before or the day of your visit. Your permit is valid until the expiration date on permit. Once you have created an account and requested a permit, you will receive the permit via email. You will need to print out this visitor e-Permit and have it displayed on your dashboard when you arrive on campus. 

If you unable to print out this e-Permit, please stop by our parking office at the Boyer Building and we'll print out for you. 

This request is for a VISITOR day pass and is not intended for extended use or for enrolled students.

Continuing education students (grad assistants and graduate students) are required to purchase a parking permit just like any other student.


RESIDENT HALL PERMIT INFORMATION:  

  • If you are residing in East Village, South Village, West Village or Bard Hall and need to have your vehicle on campus, click the link below to apply for a resident or overflow parking permit. (Note: If you are residing in Bard Hall, the overflow parking in the West Garage is the closest parking area near Bard Hall.)
  • Residents are required to remain in their assigned blue-lined space (blue permit) or overflow parking in the West Garage (orange permit) Monday through Friday from 8:00 am to 4:00 pm. After 4:00 pm and on the weekend you may park in any white-lined space (non-reserved) on campus.
  • SHENKS HALL STUDENTS - Parking is provided to you, please contact Matthew Rutkoski Matthew.Rutkoski@millersville.edu to inquire about a parking pass to park in the parking lot directly outside each of these buildings. You may purchase a commuter permit to park in white- lined spaces on campus. Residential (blue) and Overflow (orange) parking permits are not sold to Shenks Hall students.

If someone is parked in your blue reserved space, please do not park in someone else's reserved space. Contact us at 717-871-4357 or use the LiveSafe app to request that an officer ticket the vehicle parking in your reserved parking space. We will advise you on where to park your vehicle temporarily. 

When/If resident permits are all assigned, you will only see the restricted/overflow permit when applying.

IF YOU WISH TO BE CONSIDERED FOR A RESIDENTIAL PERMIT (STAND-BY), PLEASE EMAIL THE PARKING OFFICE - PARKING@MILLERSVILLE.EDU   AND STATE YOU WISH TO BE PLACED IN STAND BY.  WE WILL PLACE YOU IN STAND-BY AND CONTACT YOU VIA EMAIL IF/WHEN A PARKING PERMIT BECOMES AVAILABLE.

Commuting student PERMIT INFORMATION:  

2025/2026 PARKING PERMITS NOW AVAILABLE

Students commuting to campus from home or off campus housing can apply for a commuter permit. 

You will be assigned to park in WHITE LINED SPACES while on campus. You may not park in any reserved, yellow, or blue lined parking spaces.   

Shenks Hall Students - Please contact Matthew Rutkoski (Matthew.Rutkoski@millersville.edu) to inquire about a parking pass to park in the parking lot directly outside each of these buildings.  You may purchase a commuter permit to park in white-lined spaces on campus. Blue and orange residential parking permits are not sold to Reighard/Shenks Hall students.

Online Students - Online students are not required to purchase a parking permit. One-day student permits are available from the parking office if you need to be on campus during the hours of 8:00 am - 4:00 pm Monday-Friday; however, if you need to be on campus more than a day or two during a semester, you are encouraged to purchase a commuter parking permit or a short-term temporary permit. Having a commuter parking permit on your vehicle allows you to park on campus as needed, ensures that you will not receive a ticket, and is much more convenient that requesting day passes as you need them.

new and current Faculty/Staff PERMITS:

Faculty/Staff permits are available for current employees. If you are a new employee wishing to obtain a permit or an employee wishing to renew an expired permit, click the link below to apply for an updated employee permit. Sign in with your MU login information. Follow ALL instructions carefully. Secondary Faculty/Staff permits are available for $15.00 and can be purchased online using the link below.

Events/Workshops/Conferences on Campus

The parking office will work with faculty/staff on providing an e-Permit for your event or workshop.  Email the parking office at least a week in advance at parking@millersville.edu. Let us know when and where your event is taking place and how many guests plan to attend.  

Employee Guests and Visitors

Please refer guests and visitors to the information above on how to apply for a visitor e-Permit. If you have a visitor or guest that is unable to complete this process on their own, you can email us the name of the visitor, the license plate, make, model and color of their vehicle, and date or dates required and we'll process a visitor request for you. If your guest or visitor is unable to print this e-Permit, they can stop by our parking office at the Boyer Building and we will print it out for them.


All other MU permits:

Temporary employees, Adjunct faculty, VOLUNTEERS, contractors, retired faculty/staff, university business, INTERNS, VENDORS

To apply for a parking permit, you must first create an account. Follow the link below to be directed to our parking registration system. 

Please read the information below to determine which permit you should apply for. If you will only be on campus for a few days, please consider requesting a visitor permit for the days you will be on campus. 

The permits listed below must be verified prior to being issued. Please have a Millersville employee contact us to verify your status and request. 

TEMPORARY EMPLOYEE PERMIT - For temporary employees or adjunct faculty who have been hired and will be employed by Millersville University departments for an extended period of time. 

VOLUNTEER PERMIT - For persons volunteering in a department or program on campus for an extended period of time.

CONTRACTOR PERMIT - For persons whose company was contracted to do work on campus for an extended period of time.

RETIRED FACULTY/STAFF - For Millersville employees who have retired.

UNIVERSITY BUSINESS - For persons who will be on campus meeting or working with a university department or program, i.e. Alumni Association. DO NOT APPLY FOR THIS PERMIT UNLESS YOU WERE SPECIFICALLY TOLD TO DO SO.

INTERN PERMIT - For persons who are interning in a department or program and need to park on  campus.  

VENDOR PERMIT - For vendors who will be on campus on a regular basis. Permits are valid for one year from request date. Permit is a rearview mirror hangtag that can be purchased in the parkiing office. Cost is $15.00.

MU PERMIT REGISTRATION


Parking ticket information:

Millersville University requires a parking permit to be displayed when parking your vehicle on campus weekdays, Monday through Friday from 8:00 am to 4:00 pm

After 4:00 pm weekdays and all weekend, no parking permit is required to park on campus in a non- reserved space.

If you do not display a valid permit, you may receive a parking ticket. Parking tickets are also issued for other various violations. Below is a list of parking violations, penalties, fines and fees.

Unauthorized parking in handicapped space $100.00 -$200.00*  
* After 30 days of non-payment, a citation may be issued.  
Fraudulent registration   $50.00 fee + Loss of parking privileges  
No permit (FAILURE TO DISPLAY PERMIT) ** $50.00 (+cost of permit)  
** Persons who demonstrate that they had a permit at time the ticket was issued for NO PERMIT (FAILURE TO DISPLAY A PERMIT) can have the ticket reduced to $20.00 for not displaying the permit in accordance with these regulations. The ticket will not be excused.
Parking in unauthorized lots or spaces  $25.00  
Parking on grass (+ damages)     $25.00  
Parking outside designated space   $25.00  
Reserved parking    $25.00  
Against the flow of traffic  $25.00  
Less than 20 feet from crosswalk  $25.00  
Within 30 feet of a stop sign  $25.00  
Parking on private property $25.00
