Is there a base cost and what is a base cost?

Why did the University institute a Base Cost this year? Colleges and University meal plans have always had a "Base Cost", whether the structure was based on a set number of meals per week, or per semester. Each of these plans included meals that were priced at a level that allowed for some percentage of recovery of both cost and food costs. The application of the upfront "Base Cost" is intended to provide transparency to the fact that every dollar paid for the Marauder Dining Plan consists of a variety of expenses, not just food. Who is eligible or required to purchase the plan? Students who are living on campus with a Housing and Dining Services contract, as well as enrolled off-campus students living in Student Lodging Apartments, Millersville Borough and all Commuters Enrolled off-campus students, including Student Lodging Residents, Millersville Borough Residents and all Commuters. Millersville University students, faculty and staff who possess a valid MU ID are eligible to participate in the Marauder Gold program
