David Boucher is a planner for PEMA's Planning, Training, and Exercise Bureau. His interest in Emergency Management grew from a 2005 PA Army National Guard deployment to Louisiana in support of Hurricanes Katrina and Rita relief. He has 12 years of total military experience.

 

David earned his Bachelor of Arts in Government and Political Affairs from Millersville University in 2007. While at Millersville, he completed an internship at LEMA. After graduation, he was deployed to Iraq for a year in support of Operation Iraqi Freedom. He began working at LEMA in 2010.

 

During the 2011 Hurricane Irene and Tropical Storm Lee severe weather Events in Lancaster County, David assisted the response and recovery efforts by serving in the Lancaster County Emergency Operations Center. David has completed FEMA Master Exercise Practitioner (MEP) certification. He has also attained the Basic Certification as an Emergency Manager from the Pennsylvania Emergency Management Agency (PEMA).
