Federal Direct Loan Agreement (MPN)
The Federal Direct Student Loan is a guaranteed student loan (in the student's name). In order to obtain the Federal Direct Loan, all first-time borrowers must complete the Federal Direct Loan Agreement/Master Promissory Note (MPN). This note is valid for a period of 10 years and must be completed before your loan is disbursed.
Important: The MPN must be completed by the student, NOT the parent.
It is Federal Regulation that Entrance Counseling and the MPN must be completed so that the student understands the terms of their loan and repayment. Until these steps are completed, you will not receive any Federal Direct Loans.

WHICH LOAN AGREEMENT/MPN DO I COMPLETE?
Undergraduate students who are first-time Direct Loan borrowers:
- Make sure to select the option for MPN for Subsidized/Unsubsidized Loans
Graduate students who are first-time Graduate PLUS Loan borrowers:
- Make sure to select the option for PLUS MPN for Graduate/Professional Students
Parents of dependent undergraduates students borrowing the Parent PLUS Loan:
- Make sure to select the option for PLUS MPN for Parents

HOW DO I COMPLETE THE LOAN AGREEMENT/MPN?
- Go to https://studentaid.gov/mpn
- Find the option pertaining to your student type
- See the section above on which type of counseling to complete
- Click “Login to Start."
- Log into your account using your FSA Id and Password
- This is the same FSA user ID and password you used to complete the FAFSA
- Follow the prompts
- Make sure to enter the requested information for the Borrower (student) and select Millersville from the list of PA schools.
- You will need to provide two personal references. These references are in no way responsible for your loan repayment.
- Sign electronically.
- Once you reach the bottom of the document, you must check the box that you have read and understood the information provided to you.
- Make sure you enter your legal name in the boxes provided and click “SIGN & SUBMIT”.
- You will receive a confirmation once your Master Promissory Note (MPN) has been completely submitted.
