Higher Education Emergency Relief Fund (HEERF) Reporting

The Higher Education Emergency Relief Fund (HEERF I) was created by Congress to provide fast and direct economic aid to the American people negatively impacted by the COVID-19 pandemic.  The Coronavirus Aid, Relief, and Economic Security Act (CARES), was passed by Congress on March 27th, 2020 and distributed approximately $14 billion to institutions of higher education, with Millersville receiving a total allocation of $5,617,301.  Per federal regulation, Millersville distributed $2,808,651 in student grants under the name CARES Relief Fund.

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on December 27, 2020. This legislation designated $30.75 billion in higher education funding, with Millersville receiving a total allocation of $9,089,274. Per federal regulation, Millersville distributed $2,808,651 in student grants under the name CARES 2 Relief Fund.

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic. Millersville University received a total allocation of $15,883,791, with $8,013,094 to be distributed at a later date in the form of student grants under the name CARES 3 Relief Fund.

Millersville University signed and submitted the Department of Education Certification and Agreement on April 13th, 2020, which is valid for all designated allocations within the Higher Education Emergency Relief Fund.
