Admissions Scholarships
Admission's Merit Scholarships
Scholarships for new incoming students are offered through Millersville University's Admissions Office. It is important to remember the following:
- Recipients are selected based on their academic performance (merit)
- No Application is required. When you apply to the university, you are placed into a pool and scholarship recipients are selected from that pool based on their qualifications.
- Awards are given to the highest qualified students first.
- If you have been selected to receive an award you will be notified by the Admissions Office.
Below is a list of the different Undergraduate Admissions Scholarships for the 2023-2024 Academic Year that you may have been considered for with your application to Millersville University.

The Millersville Distinguished Scholar Award
This award is a 4-year scholarship available to first-time, undergraduate students with a maximum award of $4,000 per year. This is a renewable scholarship and in order to continue receiving the award you must meet the following criteria each year:
- Be enrolled in a degree program
- Be enrolled in 12+ credits each semester
- Maintain a cumulative GPA of 3.0 or higher
- Maintain Satisfactory Academic Progress (SAP)

Black & Gold Achievement Scholarship
This award is a 4-year scholarship available to first-time, undergraduate students with a maximum award of $3,000 per year. This is a renewable scholarship and in order to continue receiving the award you must meet the following criteria each year:
- Be enrolled in a degree program
- Be enrolled in 12+ credits each semester
- Maintain a 2.8 cumulative GPA or higher
- Maintain Satisfactory Academic Progress (SAP)

EPPIIC Scholars Award
This award is a 4-year scholarship available to first-time, undergraduate students with a maximum award of $2,000 per year. This is a renewable scholarship and in order to continue receiving the award you must meet the following criteria each year:
- Be enrolled in a degree program
- Be enrolled in 12+ credits each semester
- Maintain a 2.5 cumulative GPA or higher
- Maintain Satisfactory Academic Progress (SAP)

International Student Scholars (ISS) Merit Award
This award is a 4-year scholarship available to undergraduate students. This is a renewable scholarship and in order to continue receiving the award you must meet the following criteria each year:
- Be enrolled in a degree program
- Be enrolled in 12+ credits each semester
- Maintain a 2.0 cumulative GPA

Reduced Tuition Eligibility for Out-of-State Students
Out-of-state and international students may qualify for an automatic tuition reduction upon admission to Millersville University. No separate application process is required. Out-of-state students are defined as students with residence outside the state of Pennsylvania and international students are defined as students residing in the U.S. on a visa or intending to study in the U.S. on a student visa.
If you are an out-of-state or international freshman or transfer applicant; see below for eligibility criteria and award description per your student type. Please note: out-of-state tuition reductions will not appear as a line item on your financial aid offer letter. Simply your estimated charges will be less.
NEW INCOMING STUDENTS
- Awarded to ALL new, incoming students.
- Must be enrolled in 12+ credits each semester (full-time student).
- Must maintain out-of-state residency.
This award reduces students’ out-of-state tuition rate by $6,000 per year and is renewable for the remainder of the student's undergraduate studies here at Millersville University as long as the student continues to remain enrolled in regular semesters (fall/spring). Please note out-of-state and international tuition rates are the same.
TRANSFERS STUDENTS
- Required minimum of 12 transferable credits and 3.5 overall GPA upon entry.
- A final college transcript is required to receive the reduction.
- Must be enrolled in 12+ credits each semester (full-time student).
- Must maintain out-of-state residency.
The transfer award reduces students’ out-of-state tuition rate by $4,000 per year and is renewable for the remainder of the student's undergraduate studies here at Millersville University as long as the student continues to remain enrolled in regular semesters (fall/spring). Please note out-of-state and international tuition rates are the same.

FREQUENTLY ASKED QUESTIONS ABOUT THE OUT OF STATE TUITION REDUCTION PROGRAM
Q: When are students notified of their tuition reduction?
The admissions office will notify eligible freshmen at the point of admission into the university
The admissions office will notify eligible transfer students in writing upon receipt of their official (final) transcript from their previous institution(s)Q. Is this a scholarship? May I still apply for Merit Scholarships and Financial Aid?
This is not a scholarship. It is a tuition reduction available to all eligible out of state residents. Students may still apply for merit-based scholarships and financial aid.
Q. Will I receive the tuition adjustment throughout my entire education?
Students must maintain good academic standing as determined by the University in order to maintain the adjustment. Freshmen may receive the reduction for up to 8 semesters. Transfer students may receive the reduction for up to 6 semesters.
Q: Do transfer students have to transfer from an out-of-state college or university?
No. Incoming transfer students must be non-Pennsylvania residents to receive the reduction. They may transfer from either an in-state or out-of-state college or university.
