If you’re enrolled at Millersville and taking courses at another institution, a Consortium Agreement lets MU combine your enrollment at both schools to determine your financial aid eligibility. Your aid is processed and paid by MU, but you’re typically billed by the other school, so there are extra responsibilities and forms to complete.
What You Need to Know
A consortium agreement keeps your aid and academic credits aligned with your MU degree—even when the credits are earned somewhere else.
To qualify, you must:
- Be a degree-seeking student at MU
- Have a valid FAFSA on file with MU
- Take courses that apply to your MU degree
- Complete and submit the required forms or documents
Your responsibilities:
- Make sure your courses transfer
- Submit all required forms on time
- Pay your host school directly (unless otherwise noted)
- Confirm that your final transcript has been sent back to MU
- Notify Millersville of any changes in your enrollment (withdraws, drops, etc.)

Standard Consortium Agreement: Taking Classes At a Host Institution
Students enrolled at Millersville but taking classes at another institution may be eligible to combine credits from both schools for financial aid consideration. A Consortium Agreement is a formal agreement between MU and your host school that confirms your enrollment at each institution and certifies that only Millersville can award and disburse your aid.

To process a consortium agreement, you must submit the forms below. Return the Authorization to Transfer Credit to the Registrar and the Consortium Agreement to the Office of Financial Aid.

PASSHE Visiting Student Consortium: Taking Classes at a school part of the PA state system
The PASSHE Visiting Student Program allows eligible Millersville students to take pre-approved courses at other PASSHE universities. These courses apply directly to your MU degree and GPA, and your financial aid continues to be awarded and disbursed by Millersville. To receive aid for your combined enrollment, you must meet the program’s academic requirements and submit all required forms.

Return the Visiting Student Application to the Registrar and the PASSHE Consortium Agreement to the Office of Financial Aid.

Concurrent Enrollment Program (CEP) Agreement: MU & HACC Partnership rn-bsn
The Concurrent Enrollment Program (CEP) allows eligible students to take courses at both Millersville and HACC at the same time—specifically for students completing their ASN at HACC while beginning MU’s online BSN coursework. This partnership offers flexibility and helps you get a head start on your BSN while finishing your program at HACC.

Allied Health 3+ Program Partnerships
Millersville’s structured “3+” Allied Health and similar programs include three years on campus followed by a final year or two at a clinical or partner site. Because billing, enrollment, and financial aid can differ during this phase, some—but not all—students may need a consortium agreement depending on their track and how they are using aid.

Chincoteague Bay Field Station (CBFS) Partnerships
Students enrolled in Chincoteague Bay Field Station (CBFS) courses through Millersville are considered MU students for billing, credits, and financial aid. Because of this, a consortium agreement is not required for most students. Your coursework is processed directly through MU, and your aid follows MU’s standard Cost of Attendance (COA).
However, you may choose to complete a consortium agreement if your verified CBFS program expenses exceed MU’s COA and you want your aid eligibility reviewed for a possible adjustment.

Blackbird Academy Partnership — MBT Live Audio Engineering
Students in the Blackbird (MBT – Live Audio Engineering) track complete part of their Millersville program through an external partner site in Nashville Tennesse. Because of this structure, all Blackbird students must have a MU Partner Program Agreement on file.
This form confirms program costs, affirms that Millersville is your home institution, and allows the Office of Financial Aid to review your Cost of Attendance (COA) for this experience. An approved COA adjustment does not automatically increase your aid, but it may create room to borrow additional funds if eligible.
Required Form
The Blackbird Program Director (or designated program contact) must complete the program and cost sections of the form before it is submitted.
