If you're taking courses through another institution while enrolled at Millersville University, your enrollment at both institutions may qualify to be combined for total enrollment when determining financial aid eligibility. Through a Consortium Agreement, these partnerships ensure your financial aid and academic credits stay aligned with your Millersville degree path.
What is unique about consortium agreements is that your financial aid is processed by and paid to Millersville, but the other institution typically bills you. So, there are additional responsibilities compared to those of the standard financial aid process, and more paperwork to complete.

A consortium agreement helps you stay eligible for financial aid through Millersville—even if you’re earning credits elsewhere. It allows MU to count your enrollment at both schools when determining your eligibility for federal, state, and institutional aid.
To qualify, you must:
- Be a degree-seeking student at MU
- Have a valid FAFSA on file with MU
- Take courses that apply to your MU degree
- Complete and submit the required forms or documents
It’s your responsibility to:
- Make sure your courses transfer
- Complete all required forms on time
- Pay your host school directly unless otherwise noted
- Confirm that your final transcript has been sent back to MU
- Notify Millersville of any changes in your enrollment (withdraws, drops, etc.)

Standard Consortium Agreement: Taking Classes At a Host Institution
Students enrolled at Millersville but taking classes at another school may be eligible to combine credits from both institutions for financial aid consideration.
A Consortium Agreement is a contractual agreement between two colleges or universities that recognizes a student's registration at each location for financial aid purposes. This agreement also certifies that only the home institution can award and disburse financial aid.

PASSHE Visiting Student Consortium: Taking Classes at a school part of the PA state system
The PASSHE Visiting Student Program allows eligible Millersville students to take pre-approved courses at other PASSHE universities without needing to transfer. These courses count fully toward your MU degree and GPA.
This agreement ensures your financial aid remains with MU while you benefit from academic opportunities across the state system. You must meet academic eligibility and complete all required forms to receive financial aid for your combined enrollment.

Concurrent Enrollment Program (CEP) Agreement: MU & HACC Partnership rn-bsn
This partnership lets eligible students take courses at both Millersville and HACC simultaneously, specifically to allow students who are earning their ASN at HACC to take BSN classes online through Millersville.
It's designed for flexibility and affordability while pursuing your degree—allowing you to complete your program at HACC and get a head start on your BSN.

Specialty Programs Agreement: Final Year of Allied Health 3+ Programs
Specially structured “3+” programs allow you to complete three years at Millersville, followed by a final year or two at a clinical site or affiliated institution. These agreements often lead to dual degrees or accelerated paths to graduate/professional schools. During the final phase of the 3+ programs—billing, enrollment, and financial aid may look different than previous years—but not all students will need a consortium agreement—it depends on the program track and how the student is using financial aid.
